    China might be the first country to abandon physical money in favor of digital legal tender.

    Part of the reason China has taken the lead creating a state-backed digital currency is because the country initially lacked the credit-card based payment infrastructure of other countries, like the U.S. So, tech companies like Tencent and Alibaba developed apps that let people exchange money digitally with their phones.

    The apps have proven extremely successful, with hundreds of millions of Chinese citizens using them regularly. So successful in fact that six years ago, China’s central bank saw the upsides of developing its own digital yuan. As of April 2020, the program is being taken for a test run in four Chinese cities. The details on how the currency actually works aren’t very well known, but a few things are clear. The digital yuan is tied to the value of the normal, physical yuan.

    Since it’s state backed, that means the government is liable for it and it should be stable, compared to cryptocurrencies like Bitcoin, where the value can swing wildly. And because it’s backed by the state, that means it’ll be more widely accepted.

    But how will the digital yuan work, what are the pros and cons, how is it different from cryptocurrency, and what does this mean for the rest of the cash-using world? Find out more in this Elements.

  • China’s Social Credit System Has Caused More Than Just Public Shaming


    China is testing a new plan to urge its citizens to do more good and be more trustworthy - the Social Credit System. It’s kind of like the American credit score, except it tracks far more than financial transactions. It tracks good — and bad — deeds.

    Part of the system is a neighbor watch program that's being piloted across the country where designated watchers are paid to record people's behaviors that factor into their social credit score. A high score could bring you lower interest loans and discounted rent and utility bills, but if your score is low, you can be subjected to public shaming or even banned from certain kinds of travel, life gets hard.

    China's economy has exploded over the past decades, economic reforms required banks to be able to evaluate individuals looking to borrow money to buy houses or start new businesses. Fraud and excess borrowing were rampant because most people didn't really have much of a credit history. To measure its citizens' trustworthiness, in 2014, The State Council laid out a plan that aims to build a centralized database to evaluate individuals and organizations based on their financial and social behaviors.

    The program is scheduled to be nationwide by 2020, which means every Chinese citizen will be tracked, scored, and receive perks and restrictions accordingly.

    VICE News went to a village in one of the first pilot cities to see how the local office funnels the behaviors of 3,000 residents in this neighborhood into social credit scores.

    Japan kicks out Chinese vessels in East China Sea.
    Over the past one month, Beijing has been trying to use the COVID-19 Pandemic for pushing its illegitimate, expansionist interests in the South China Sea, and there has been a marked rise in its belligerence against other stakeholders in the strategic waterways- the Philippines, Vietnam, and Malaysia.
    But while the South China Sea is in news over Beijing’s belligerence and face-offs with other stakeholders, the Chinese Coast Guard has also been intruding into disputed East China Sea waters as well, leading to a spike in the number of face-offs between Japan and China.
    The latest incident happened on Saturday when four Chinese Coastguard vessels entered Japanese waters and started chasing Japanese boats. However, Japan would take none of this, and warded off the Chinese with a warning. This happened close to the uninhabited Diaoyu Islands that were bought by the Japanese government from a private owner in 2012, but expansionist Beijing also claims them.
    The Chinese vessels entered the waters close to the Diaoyu Islands at around 4 PM and matters started to escalate 50 minutes later when two Chinese vessels started chasing a Japanese fishing boat in the Japanese waters contested by China.
    According to Jiji Press, a Japanese news agency, the Coastguard’s regional headquarters said that the Chinese vessels chased the Japanese fishing boat for about 12 kilometres southwest of Uotsuri, one of the largest islands in the group.
    The Japanese maritime agency sent a patrol ship to the scene of Chinese belligerence and issued a radio warning, following which the Chinese Coastguard ships left the area. Three crew members onboard the fishing vessel escaped unhurt.
    In fact, the Chinese Coastguard is looking to step up activity in the East China Sea along the contested waters with Japan. On Friday, the Chinese Coastguard stated that its vessels had “patrolled the territorial waters around the Diaoyu Islands”.
    The uninhabited islands and reefs located in the East China Sea are rich in resources, a reason why Tokyo and Beijing share decades-old territorial disputes in the maritime region. Beijing’s expansionist ambitions in the East China Sea are about just as objectionable as its ambitions in the South China Sea, even though it is usually the latter which makes it to news headlines.
    Ever since the Pandemic took a grip of the world, the Dragon has been trying to tighten its grip on the disputed waters through sheer belligerence and intrusion into the Exclusive Economic Zones (EEZs) and territorial waters of other countries, apart from trying to take administrative control of disputed geographical features.
    Last month, Chinese naval warships recently sailed through the Miyako Strait that lies between the Japanese islands of Miyako and Okinawa. Later, the Japanese Foreign Minister Toshimitsu Motegi had also lodged a protest against China for sending its naval assets into Japanese waters near the Senkaku Islands.
    China is trying hard to assert its sovereignty in the East China Sea by imposing an annual fishing ban in the maritime region, including in the waters off the coast of Japanese-controlled Diaoyu Islands contested by China.
    China is following similar tactics in both the South China Sea and East China Sea. In fact, it also imposed a similar fishing ban in the South China Sea barring other stakeholders like Vietnam and the Philippines from fishing in the disputed waters claimed by Beijing.
    The unilateral fishing ban can leave other countries that are dependent on fisheries from the maritime region starving for food amidst the Coronavirus Pandemic, which has led to fishing groups in Vietnam and the Philippines to resist Beijing’s unilateral ban. These countries are traditionally dependent on fishing as a means of survival, and a unilateral ban by Beijing is bound to slip them into crippling food shortages.

    Taiwan's President has accused Beijing of purposefully inflaming tensions in East Asia, after Chinese warplanes crossed the sensitive median line across the narrow strait that separates the mainland and the self-governing island almost 40 times on Friday and Saturday.

    Taken together, the repeated incursions, which came from multiple directions and involved a combination of sophisticated fighter jets and heavy bombers, is without modern precedent and marks a significant escalation in cross-strait tensions.
    What we are seeing now is not just a situation across the Taiwan Strait, but a regional situation. China's recent military activities, especially in the past few days, clearly constitute a threat of force, which is part of their verbal attacks and military threats (against Taiwan), President Tsai Ing-wen told reporters Sunday.
    The uptick in Chinese military activity came as Keith Krach, the United States under secretary of state for economic, energy and environmental affairs, held meetings in the island's capital Taipei, ahead of a memorial service on Saturday for former Taiwan President Lee Teng-hui.
    The three-day visit to the island was denounced by Beijing, with a spokesman for the country's Foreign Ministry demanding the two sides immediately stop official exchanges.
    China has reacted with increasing anger at warming ties between Taipei and Washington, and has ramped up military drills in the waters around the island which Beijing continues to view as an inseparable part of its territory despite the two sides have been governed separately for over seven decades.
    The Taiwan Strait median line has been an informal but largely respected border of control for Beijing and Taipei. According to Taiwan and United States government reports, prior to the weekend, Beijing's warplanes had only crossed it intentionally three times since 1999 -- once in March 2019, once in February of this year, and again during a visit by US Health and Human Services Secretary Alex Azar in August this year.
    On Friday and Saturday, a total of 37 Chinese aircraft, a mixture of H-6 bombers, J-10, J-11 and J-16 fighters, and an Y-8 antisubmarine warfare plane crossed the median line, according to Taiwan's Defense Ministry press releases.
    The ministry said in a statement that it issued radio warnings, scrambled fighters and deployed air defense missile systems to monitor the activities. In her remarks, Tsai said that such actions would make other countries in the region more aware of the threat posed by China.
    On Monday, Beijing said its forces are operating legally. Taiwan is an inalienable part of Chinese territory, and there is no so-called median line, Foreign Ministry spokesperson Wang Wenbin said.
    A threat of force.
    The US has maintained close ties with Taiwan since the island split from mainland China in 1949 after the end of a bloody civil war. But since Washington and Beijing established formal diplomatic ties in 1979, the US had largely refrained from sending high-level officials to Taipei so as to not antagonize the Chinese government.
    China's leader, President Xi Jinping, has been clear in his ambitions to reunify the island with the mainland, and has refused to rule out the use of force, even though the ruling Chinese Communist Party has never exerted direct control over Taiwan.
    The Eastern Theater Command of the Chinese People's Liberation Army (PLA) said in a statement on Friday said that the recent exercises were made necessary owing to the current situation across the Taiwan Strait.
    A spokesman added that Chinese troops had the confidence and determination to thwart any attempt by any person or force to carry out 'Taiwan independence' separatist activities in any form.
    A detailed report on the aerial drills in the Global Times, a state-run nationalist tabloid based in Beijing, accused the US of playing the Taiwan card and escalating provocations on military and diplomacy.
    The report, citing Chinese mainland military analysts pointed out that the warplane combination the PLA deployed was similar to a real combat situation and covered a variety of different scenarios.

    A quick update about my RV I picked up a couple of weeks ago from the site of our first family adventure in it.

    Note of correction, I drove the RV back from Hubei not Hebei as mentioned in the video. After picking up my RV from just north of Wuhan, I went further north through Henan to visit a factory (unrelated) and then back down to Shenzhen where I'm trying to get our licence plate sorted out.

    The National Basketball Association remains on a collision course with China after Commissioner Adam Silver defended freedom of expression, signaling that the league won’t back down in the face of outrage over a tweet about the Hong Kong protests.

    Hours after China’s state television and Tencent Holdings Ltd. said that they would halt airing and streaming preseason games in the country with 800 million fans, Commissioner Adam Silver told reporters Tuesday that the NBA won’t tell people what they can or can’t say.

    “It is inevitable that people around the world -- including from America and China -- will have different viewpoints over different issues,” Silver said in a separate statement issued before the press conference. “However, the NBA will not put itself in a position of regulating what players, employees and team owners say or will not say on these issues. We simply could not operate that way.”

    His comments put the NBA in direct confrontation with Beijing, which has viewed any hint of support for the pro-democracy protests in Hong Kong as a challenge to the nation’s sovereignty. Daryl Morey, general manager of the Houston Rockets basketball team, triggered the controversy with his tweet Friday -- deleted later -- supporting the demonstrators. That sparked fury from supporters of the Communist government, casting a shadow over the NBA’s ties with one of its most promising markets.

    Silver declined to apologize for the tweet, but said that he regretted the consequences. “It’s not something that we expected to happen,” he told reporters. “I think it’s unfortunate,” he said, referring to China’s decision not to broadcast some of the games.

    “To the extent that we are upsetting people, I regret that,” he said.

    The pro-democracy movement that has rocked Hong Kong since June has become a red line for companies doing business in China. The targeting of the NBA by China is the latest episode of China flexing its muscle against businesses that have failed to toe its official line. Coming under intense pressure after some employees participated in the marches, the chief executive officer and the chairman of Cathay Pacific Airways Ltd. stepped down, as the carrier cracked down on its workers.

    “The implicit threat is that there will be a price to pay for companies that do not actively support Beijing’s political stance on Hong Kong,” said Hugo Brennan, principal Asia analyst at global risk consultancy Verisk Maplecroft. “This trend is an emerging risk for corporates of all stripes that have exposure to the mainland market.”
